A brief research on police corruption has been done. Also, the reasons, types and other corrective measures of police corruption are briefly explained.
Corruption is a common disease that dissolves every feature of a society. Unfortunately, it also flows into law enforcement bodies, which is a concern for political administrators and citizens. All experts and researchers have failed to discover the reasons for corruption in the police. They have not yet produced precautions to overcome it. Therefore, the issue of police corruption is a secret until now.
In this article, I will take a look at the different types of corrupt practices in the police department. The extent and nature of police corruption in various areas and its legal, procedural and remedial measures to combat corruption. Also, recommendations will be given for improving the services of the police department.
Corruption is an immoral act that loses public confidence in the government machinery. Definition of corruption.
An appropriate legal definition of corruption is unclear. It involved corrupt practices, bribery and extortion. Some of the legal departments also consider theft, fraud and tax evasion as corruption. However, some countries do not consider certain acts to be corruption at all. Since there is no proper legal definition of corruption that is filled with demographic and sociocultural perspectives, therefore, corrupt practices within law enforcement agencies such as the police department become challenging. There is no functional definition of the concept of police corruption. At best, corruption is considered to be the manifestation of behavior that is immoral, illegal, or inappropriate. However, corruption is defined as follows:
- An inducement to do wrong by bribery or other illegal means is called corruption.
- The act of committing or failing to act by a public official for monetary benefits or other material benefits, indirectly for himself, his family or friends, is also called corruption.
- The most commonly used definitions of corruption are a hidden/alternative way of life. The sides in the corruption process are clearly defined. One offers the bribe and the other takes the bribe.
Reasons for Police Corruption.
Corruption cannot be completely eradicated from any society because it is a process of decay. Below are the most important reasons that contribute to this breakdown:
- Bad interaction between specialized bodies for fighting corruption and citizens.
- Broad privileges/rights of public officials.
- The widespread relations of the bureaucracy with each other.
- Inadequate and inappropriate political handling of corruption.
- Low pay of public officials.
- Lack of effective preventive measures and sanctions.
- The possibility of public officials obtaining illegal benefits.
- Weaknesses of the legislation and its implementation.
- Lack of will and support of citizens with the government in the process of the fight against corruption.
The above mentioned reasons lead everyone to corruption and everyone wants to fulfill their needs/desires illegally.
Types of corruption.
Many analysts are of the opinion that corruption is the misuse of power or personal position. Some of the analysts have divided corruption into the following two types:
- Internal Corruption. It is a corrupt agreement between a group of police officers for illegal administrative decisions. Internal politics and unjustified dismissal of officials or conduct of behavior inside the prison that may not be legal or even release of prisoners by accepting bribes given to a group of police officials are all part of internal corruption. This practice badly disrupts the entire police system. It may include several policies or policies of a country or region. Misuse of authority, official capacity and personal achievements are types of internal corruption.
- External corruption. Non-criminal elements are bribing the police in this type of corruption. For example: people are paying bribes for repeated violations of traffic rules, drug smuggling, street crimes and other special favors, special favors are given to the police to get special services in return. This practice creates public distrust of law enforcement departments.
Given the above, this practice can be rationalized with knowledge and credibility. Also, the act must be motivated by the desire to achieve some form of personal gain.
Unfortunately, politicians consider themselves to be the superior figures. They are interrupting legal cases by force, which is not encouraging for law enforcement. The police could not enforce the policies in this way. If the political leadership wants to have an honest police, it requires regular and symptomatic measures. The police require a comprehensive reform for improvement. For a better police, the following measures are recommended:
- To define transparent and free rules of political interference for the appointments of key police positions.
- Professionalism can be ensured during the process of awarding important ranks/appointments of police officers.
- A police complaints authority could be formed for stricter punishments, random checks of police officers and reliable accountability of all ranks.
- Depoliticization of the police can be encouraged through increased involvement of civil society. Members of civil society can be involved in police security commissions at district, provincial and national levels.
- Special attention can be paid to improving the standard of living and conditions of police service.
- Immediate reforms in police training can be made with particular emphasis on service and the rule of law.
- The selection of professional officials for key positions should be closely monitored through a transparent and accountable system.
- The code of conduct will be spread both in the internal atmosphere and in the external environment.
- The salaries of police officers should be kept in line with the price increase so that they are able to fight against corruption.
- Hiring new employees should be done on merit.
